Vergangene Ereignisse haben gezeigt, dass es trotz gesetzlicher Vorgaben und technischer Regeln, welche die Notstromversorgung von Krankenhäusern bestimmen, zu Vorfällen mit menschlichen Verlusten als Folge von Stromausfällen kam. Deshalb befasst sich diese Masterthesis mit der Entwicklung einer Bewertungsmethode für die Notfallplanung von deutschen Krankenhäusern im Bereich der Energieversorgung unter Berücksichtigung von technischen und organisatorischen Anforderungen. Sie soll in der Krankenhausalarm- und Einsatzplanung Anwendung finden.
Das Ziel ist es, eine Methode zu entwickeln, welche von Anwender:innen mit unterschiedlicher Ausprägung der Fachexpertise in der Krankenhausalarm- und Einsatzplanung sowie Risikoanalyse genutzt werden kann. Über zwei Scoping Reviews für die Krankenhausalarm- und Einsatzplanung sowie zur Energieversorgung von Krankenhäusern werden bestehende Vorgaben und Konzepte sowie Anforderungen an die Methode ermittelt. Basierend auf diesen Informationen wird ein gestuftes Bewertungsmodell vorgeschlagen. Es setzt sich aus einer Synthese eines Verfahrens des Bundesamts für Bevölkerungsschutz und Katastrophenhilfe zur Vulnerabilitätsanalyse mit Methoden der multikriteriellen Entscheidungsunterstützung (Satisfizierungsverfahren und Analytic Network Process) zusammen. Anhand einer exemplarischen Durchführung erfolgte eine empirische Validierung. Des Weiteren wurden der Praxisbezug und die Anwendbarkeit mit Expert:innen-Gesprächen untersucht.
Als Ergebnis kann festgehalten werden, dass sich das gestufte Bewertungsmodell als Planungsmodell für die Bewertung der Energienotversorgung von Krankenhäusern eignet. Es ist in eine Einsteiger-, Fortgeschrittenen- und Expertenstufe unterteilt, um für alle Anwender:innen unabhängig von ihrer Fachexpertise nutzbar zu sein. Es sind weitere Arbeiten unter enger Einbindung von Krankenhausbetreibenden erforderlich, um anhand des Modells priorisierte Checklisten mit allgemeinen technischen und organisatorischen Anforderungen für die Fortgeschrittenenstufe zu entwickeln. Durch die exemplarische Durchführung hat sich herausgestellt, dass das gestufte Bewertungsmodell zudem zur Identifizierung von Abhängigkeiten und Kritikalität des untersuchten Systems genutzt werden kann.
Als Herausforderung stellte sich die Übertragung des Analytic Network Process zu einem Bewertungs- und Priorisierungssystem der technischen und organisatorischen Anforderungen in Verbindung mit der Vulnerabilität heraus. Die Anwendungsgrenzen werden durch die Stufung des Bewertungsmodells gering gehalten. Es sind jedoch weitere Arbeiten, wie die Erstellung eines Leitfadens, notwendig, um die praktische Umsetzung zu ermöglichen.
Bridging Gaps in Minimum Humanitarian Standards and Shelter Planning by Critical Infrastructures

Current agendas such as the Sendai Framework for Disaster Risk Reduction or the Sustain-able Development Goals are demanding more integration of disaster risk management into otherthematic fields and relevant sectors. However, certain thematic fields such as shelter planning andcritical infrastructure have not been integrated yet. This article provides an analysis of minimumhumanitarian standards contained in the well-known Sphere handbook. Gaps are identified forseveral critical infrastructure services. Moreover, guidance on how to derive infrastructure or lifelineneeds has been found missing. This article analyses the missing service supply and infrastructureidentification items and procedures. The main innovation is a more integrative perspective on infras-tructure that can improve existing minimum humanitarian standards. It can guide the provision ofinfrastructure services to various types for different hazard scenarios, hence make humanitarian aidand shelter planning more sustainable in terms of avoiding infrastructure or lifeline shortages.
Die COVID-19-Pandemie (im Folgenden kurz: Pandemie) wirkt sich global auf alle Verwaltungsebenen eines Staates oder Staatenbündnisses und auf jeden Wirtschaftssektor aus. Aus den Eigenschaften der Krankheit selbst und den getroffenen Maßnahmen zur Bekämpfung der Pandemie resultieren die Anforderungen an das Krisenmanagement jeglicher Organisationen. Um den Anforderungen gerecht zu werden, können die Organisationen zur Unterstützung der leitenden bzw. verantwortlichen Person Stäbe einsetzen. Ziel der Stäbe ist es, ein möglichst gutes Einsatzergebnis zu erzielen. Die Einsatzsituation und die Anforderungen während der Pandemie unterscheiden sich von anderen Einsätzen. Deswegen wird in dieser Arbeit untersucht, welche pandemiebedingten Einflüsse es auf die Stabsarbeit gibt. Zur Untersuchungsgruppe gehören Stäbe in Behörden und Unternehmen im gesamten deutschsprachigen Raum, die für mindestens drei Monate die Stabsarbeit aufrechterhalten haben. Das übergeordnete Ziel dieser Arbeit ist die Erhebung der Leistungsfähigkeit von Stäben während der COVID-19-Pandemie. Es werden die Situation vor Beginn der Pandemie, die Herausforderungen während der Pandemie und die justierten Stellschrauben erhoben und damit untersucht, welche Auswirkungen die Pandemie auf die Leistungsfähigkeit und das Einsatzergebnis von Stäben hat. Mithilfe einer standardisierten Online-Umfrage werden Stabsmitglieder befragt. Die Umfrage wurde in einer vorgelagerten Seminararbeit des Autors entwickelt. Es werden die Antworten von 153 Personen ausgewertet, die alle in Deutschland tätig sind. Der größte Teil ist Mitglied eines Stabes einer Behörde auf kommunaler Ebene. Durch Ausbildung und Übungen bestand unter den Stabsmitgliedern eine grundlegende Vorbereitung auf die Pandemie. Einzelne Themen in Hinblick auf die Einsatzsituation während der Pandemie fehlten und es mangelte an regelmäßigen Übungen. Die identifizierten Herausforderungen spiegeln die festgestellten Defizite in der Ausbildung und in Übungen wider. Hierzu zählt z. B. die Durchhaltefähigkeit bzgl. der Einsatzdauer. Die Belastung durch äußere Einflüsse war während der Pandemie herausfordernder als aus bisherigen Erfahrungen bekannt, dagegen sind in der Einsatzsituation im Stab keine größeren Veränderungen in Bezug auf Herausforderungen festzustellen. Die Pandemie hat zu Anpassungen in der Stabsarbeit geführt. In den Antworten sind Schwerpunkte bei der Digitalisierung der Stabsarbeit und der Anpassung der Struktur und Arbeitsweise des Stabes zu erkennen. Die festgestellten Defizite in der Ausbildung und in den Übungen und die identifizierten Herausforderungen werden bei der zukünftigen Entwicklung der Stabsarbeit wieder aufgegriffen. Damit wird an die während der Pandemie justierten Stellschrauben angeknüpft.
Remote sensing applications of change detection are increasingly in demand for many areas of land use and urbanization, and disaster risk reduction. The Sendai Framework for Disaster Risk Reduction and the New Urban Agenda by the United Nations call for risk monitoring. This study maps and assesses the urban area changes of 23 Mexican-USA border cities with a remote sensing-based approach. A literature study on existing studies on hazard mapping and social vulnerability in those cities reveals a need for further studies on urban growth. Using a multi-modal combination of aerial, declassified (CORONA, GAMBIT, HEXAGON programs), and recent (Sentinel-2) satellite imagery, this study expands existing land cover change assessments by capturing urban growth back to the 1940s. A Geographic Information System and census data assessment results reveal that massive urban growth has occurred on both sides of the national border. On the Mexican side, population and area growth exceeds the US cities in many cases. In addition, flood hazard exposure has grown along with growing city sizes, despite structural river training. These findings indicate a need for more risk monitoring that includes remote sensing data. It has socio-economic implications, too, as the social vulnerability on Mexican and US sides differ. This study calls for the maintenance and expansion of open data repositories to enable such transboundary risk comparisons. Common vulnerability variable sets could be helpful to enable better comparisons as well as comparable flood zonation mapping techniques. To enable risk monitoring, basic data such as urban boundaries should be mapped per decade and provided on open data platforms in GIS formats and not just in map viewers.
Floods are a known natural hazard in Germany, but the amount of precipitation and ensuing high death toll and damages after the events especially from 14 to 15 July 2021 came as a surprise. Almost immediately questions about failure in the early warning chains and the effectiveness of the German response emerged, also internationally. This article presents lessons to learn and argues against a blame culture. The findings are based on comparisons with findings from previous research projects carried out in the Rhein-Erft Kreis and the city of Cologne, as well as on discussions with operational relief forces after the 2021 events. The main disaster aspects of the 2021 flood are related to issuing and understanding warnings, a lack of information and data exchange, unfolding upon a situation of an ongoing pandemic and aggravated further by critical infrastructure failure. Increasing frequencies of flash floods and other extremes due to climate change are just one side of the transformation and challenge, Germany and neighbouring countries are facing. The vulnerability paradox also heavily contributes to it; German society became increasingly vulnerable to failure due to an increased dependency on its infrastructure and emergency system, and the ensuing expectations of the public for a perfect system.
Pluvial floods claimed more than 180 lives in Germany in July 2021, when a large and slow-moving storm system affected Germany and many neighbouring countries. The death tolls and damages were the highest since 1962 in Germany, and soon after, the crisis management was under public critique. This study has undertaken an online survey to understand crisis management better and identify lessons to learn. It has received a positive interest among operational relief forces and other helpers (n = 2264). The findings reveal an overall satisfaction with the operation in general as well as personal lessons learned. It also reveals shortcomings in many areas, ranging from information distribution, coordination, parallel ongoing COVID-19 pandemic, infrastructure resilience, and other factors. Just as well, areas for improvement of the crisis management system are suggested by the respondents. Cooperation and support by the affected population are perceived as positive. This helps to inform other areas of research that are necessary, such as studies on the perception by the affected people. The gaps in assessments of operational forces and some methodological constraints are discussed to advance future follow-up studies.
This bachelor thesis addresses the issue of how school resilience can be measured and assessed quantitatively. Schools as social infrastructures have a significant value for society. Yet, on a global scale, they, and therefore the respective community as well, are continuously endangered by a variety of threats such as natural disasters or violence and mental abuse affecting students, parents and school staff. However, these threats differ greatly depending on climatic and geographical conditions as well as on the socio-cultural context of the corresponding community. To strengthen school resilience against potential threats and to ensure education continuity despite the occurrence of these disruptions, a methodology is developed to measure and assess school resilience in conjunction with its specific circumstances. Initially, qualitative and quantitative (composite) indicators are identified and categorised with the help of a Systematic Literature Review and Mayring's Qualitative Content Analysis. These are subsequently developed into a Comprehensive Index for School Resilience (CISR). Building on this, a pre-existing assessment methodology, which uses Likert-Scales arranged in questionnaires to assign quantitative values to the composite indicators, is adapted to operationalise the CISR and by an exemplary application at Europaschule Troisdorf, the methodology is adapted to the socio-cultural conditions in Germany using an expert’s operational and contextual knowledge. The results obtained show that the methodologies and techniques described in current international research can, after an appropriate adaptation, successfully be applied to schools in Germany as well. Nevertheless, by identifying research limitations and errors as well as potential improvements, it is evident that further research and development is needed to provide stakeholders with a decision-making tool to strengthen the resilience of schools in the future, such as an exhaustive supplement to the CISR or the integration of more precise quantification methodologies and techniques.
Emergency management services, such as firefighting, rescue teams and ambulances,are all heavily reliant on road networks. However, even for highly industrialised countries such asGermany, and even for large cities, spatial planning tools are lacking for road network interruptionsof emergency services. Moreover, dependencies of emergency management expand not only onroads but on many other systemic interrelations, such as blockages of bridges. The first challenge thispaper addresses is the development of a novel assessment that captures systemic interrelations ofcritical services and their dependencies explicitly designed to the needs of the emergency services.This aligns with a second challenge: capturing system nodes and areas around road networksand their geographical interrelation. System nodes, road links and city areas are integrated into aspatial grid of tessellated hexagons (also referred to as tiles) with geographical information systems.The hexagonal grid is designed to provide a simple map visualisation for emergency planners andfire brigades. Travel time planning is then optimised for accessing city areas in need by weighingimpaired areas of past events based on operational incidents. The model is developed and testedwith official incident data for the city of Cologne, Germany, and will help emergency managers tobetter device planning of resources based on this novel identification method of critical areas.
At the case study of the city of Cologne and the neighbouring Rhein‐Erft‐Kreis (a county), selected resilience aspects of critical infrastructure (CI) and cascading effects are analysed concerning major river floods. Using a Geographic Information System, the applicability of the approach is demonstrated using open source software and data, augmented by manual entries. This study demonstrates the feasibility and limitations of analysing lifeline features of interest for disaster risk and emergency management such as roads, bridges and electricity supply. By highlighting interdependencies of emergency services with CI such as roads, cascading effects of interconnected paths are shown. The findings indicate that in an extreme event flood scenario over 2,000 km of roads and eight bridges will be exposed to floods in the area of the rivers Rhine and Erft. This places huge demands on disaster and emergency management institutions and people affected and limits their resiliency.
In nahezu jedem Rettungsdienstbereich lässt sich ein Anstieg an Notfalleinsätzen und damit einhergehend ein höherer Bedarf an Rettungsmitteln beobachten. Daraus resultieren Einsatzspitzen, die durch den Regelrettungsdienst nicht abgedeckt werden können, und es entsteht eine Unterdeckung. Dies wird auch als Risikofall bezeichnet und birgt die Gefahr, dass ein Rettungsmittel nicht innerhalb der vorgeschriebenen Hilfsfrist am Notfallort eintreffen kann. Um einen potenziellen Risikofall im Vorfeld absehen und einsatztaktische Ausgleichsmaßnahmen innerhalb eines Rettungsdienstbereiches ergreifen zu können, soll deshalb die Einsatznachfrage in stündlicher Auflösung prognostiziert werden. Dazu wurde die Einsatz-Zeit-Reihe 2017 der hochfrequentierten Feuer- und Rettungswache 1 in der Kölner Innenstadt analysiert und ein saisonales ARIMA-Modell sowie ein Erwartungswert-Modell auf die Einsatz-Zeit-Reihe des Folgejahres 2018 angewandt. Gezeigt werden konnte, dass sich die Einsatz-Zeit-Reihe mit einer mittleren absoluten Abweichung von etwas mehr als einem Einsatz prognostizieren lässt. Außerdem konnte mit einer Skalierung der Prognose über die Anzahl einsatzbereiter Rettungs-wagen jeder Risikofall in einem einwöchigen Anwendungstest vorhergesagt werden. Dabei zeigte sich, dass nicht die Prognosegüte in der Stunde der Einsatzspitze relevant ist, sondern die Prognosegüte in der Folgestunde. Die Prognosen haben somit, wenn sie skaliert werden, eine hohe einsatztaktische Relevanz und ermöglichen kurz-fristige Ausgleichsmaßnahmen im Tagesgang.
